Key Mandate and Goals:

The Royal Canadian Mounted Police enforces laws made by or under the authority of Parliament throughout Canada. Administration of justice within the provinces, including enforcement of the Criminal Code, is part of the powers and duties delegated to the provincial governments. The RCMP provides federal police services nationally as well as under the terms of policing agreements to all provinces and territories except Ontario and Quebec, and under separate municipal policing agreements to 197 municipalities.

RCMP members generate intellectual property in the course of their duties; primarily those engaged in activities such as research and development, internal information systems, and training programs. As the owner of intellectual property (on behalf of the Crown), the RCMP has the responsibility to protect these assets, to regulate their use by others and, where appropriate, to commercialize them.

The Intellectual Property Office (IPO) manages all Intellectual Property (IP) matters within the RCMP. It ensures that IP is protected and managed in accordance with RCMP and Treasury Board policies, as well as the following acts and their associated rules and regulations:

  • Public Servants Inventions Act, Financial Administration Act
  • Copyright Act, Patent Act
  • Industrial Design Act,
  • Trade-marks Act, RCMP Act

In addition, the IPO:

  • provides guidelines and assistance to those requesting the use of the RCMP image,
  • provides guidelines and assistance in reporting new inventions, copyright, trade-marks, industrial designs,
  • ensures that all IP is protected, tracked, managed and reported, and
  • negotiates licenses and commercializes RCMP technology.

Key Technology Development and Transfer Mechanisms:

Innovations are developed directly through research and development initiatives, collaborations such as collaborative research and development agreements, procurement under government supply arrangements, and often under members' own initiatives.

Technology transfer and commercialization are carried out by:

  • licensing,
  • memoranda of agreement,
  • authorization, and
  • permission.
